(Taipei, May 6, CNA reporter Huang Chiao-wen) Regarding the dispute over the operating rights of Taipei Main Station mall, Breeze Group questioned whether Taiwan Railways Administration's (TRA) evaluation involved conflicts of interest and information leakage. TRA General Manager Feng Hui-sheng stated today that Breeze formally submitted an objection on May 4, and according to regulations, TRA will appropriately handle and respond within 20 days from the next day.

Taipei Main Station is a core transportation hub in the capital, with over 600,000 passenger movements daily. The TRA Taipei Main Station mall is currently operated by Breeze, and its contract is set to expire on July 24 this year. TRA announced the bidding results on April 28, with "Shin Kong Mitsukoshi Department Store Co., Ltd." rated as the most favorable applicant, and "Breeze Square Co., Ltd." as the second most favorable applicant. If an agreement cannot be reached with the most favorable applicant, the second most favorable applicant may be notified to take over the negotiation.

However, during this bidding process, in addition to the leakage of the list of bidding vendors, the evaluation results were also circulated in the market even before TRA's official announcement. Breeze, the second most favorable applicant, questioned whether TRA's evaluation process involved conflicts of interest and information leakage.

Today, the Legislative Yuan's Transportation Committee reviewed TRA Co.'s budget for the operating portion of the central government's fiscal year 115 subsidiary unit budget under the Ministry of Transportation. Feng Hui-sheng, interviewed by the media during a break, stated that only Breeze has submitted an objection. He mentioned that Breeze had previously submitted a query letter on April 27, which did not meet the requirements of the Act for Promotion of Private Participation in Infrastructure Projects (PPP Act). TRA had replied that it must comply with regulations, and Breeze subsequently formally submitted an objection on May 4.

Feng Hui-sheng stated that according to the dispute resolution rules of the PPP Act, TRA must appropriately handle and respond within 20 days from the next day of the official objection submission by the operator. (Editor: Lee Heng-shan) 1150506
