The Chiayi District Prosecutors Office indicted them on charges of quasi-robbery. The case was transferred to the Chiayi District Court today, which ordered Mr. Zhuang and his employee Mr. Xue to be detained for three months.

The Chiayi District Court stated that Mr. Zhuang, who is in debt, has the ability to commit multiple thefts and dispose of stolen goods in a short period, raising concerns about repeated offenses. Mr. Xue deleted conversation records after the crime, raising concerns about repeated offenses and destruction of evidence. Both denied the aggravated quasi-robbery charges. Considering the number of crimes committed by the two, the value of the stolen property, the method of theft, and the degree of harm to public safety, the court decided to detain them for three months starting today.

The prosecution and police stated that Mr. Zhuang, the head of an engineering firm, colluded with employees Mr. Xue and Mr. Hong from December last year to March this year, repeatedly driving rented trucks into the TSMC Chiayi factory construction site. They used hydraulic shears and angle grinders to steal cables, with the value of the stolen goods reaching over NT$4.977 million.

Mr. Zhuang and the other two were caught in the act during another theft attempt in the early morning of March 3. To protect the stolen goods and evade arrest, Mr. Zhuang drove towards security personnel and forcibly rammed the gate, then fled to Pingtung to dispose of the goods. The police arrested Mr. Zhuang and Mr. Xue at a dormitory rented by the engineering firm on March 6. Both were approved for detention, and accomplice Mr. Hong was later apprehended.

The Chiayi District Prosecutors Office stated that prosecutor Huang Tian-yi, after reviewing the case of Mr. Zhuang and the other two, noted their repeated thefts at a landmark industrial construction site, which severely undermined public safety and industrial development. The prosecution requested a sentence of 10 years imprisonment for Mr. Zhuang and Mr. Xue, and 9 years and 6 months for Mr. Hong.

The Chiayi County Police Bureau's Shuishang Precinct stated today that Mr. Zhuang would enter the construction area during the day to identify the cables to be stolen, then use his work permit to enter at night and steal with hydraulic shears. Due to the separate pedestrian and vehicle control regulations at the construction site, only one person could drive a vehicle, and other workers had to walk. When Mr. Zhuang committed the crime, his accomplices would hide in the truck bed.

The police said that Mr. Zhuang, as a downstream contractor, knew that manufacturers would bring in large quantities of cables at once. Each time he committed the crime, he only stole a small amount of cables, so the manufacturer would not immediately discover it. Even if the manufacturer later discovered the theft and reported it to the police, it would be several days later. With over 6,000 workers entering and exiting the construction site daily and limited surveillance cameras, Mr. Zhuang and others were able to repeatedly enter the site at night to steal cables from December last year to March 3 this year.
