A subcontractor, a man surnamed Zhuang, along with two employees, repeatedly committed crimes, stealing electric cables totaling over 4.5 kilometers in length and selling them for nearly 5 million NTD. They also attempted to ram a security guard who tried to block their escape with their vehicle. The Chiayi District Prosecutors Office has indicted them on charges of quasi-robbery.
According to the indictment from the Chiayi District Prosecutors Office, the TSMC Chiayi advanced packaging plant is currently under urgent construction. Zhuang, a 29-year-old head of an engineering firm, was a downstream subcontractor at the site. On the evening of March 2 this year, Xue, an employee hired by Zhuang, drove a rented truck and falsely claimed to the security guard at the gate that he was entering the site to move tools. Because he had entered and exited the site multiple times and was known to the security guard, he was allowed to pass.
The Chiayi District Prosecutors Office stated that at the time, Zhuang and another employee he hired, Hong, were hiding in the truck's cargo bed. The three collaborated to use hydraulic shears to steal approximately 600 meters of electric cables. A security guard on patrol discovered a large batch of electric cables in the truck's cargo bed in the early morning of March 3, found it suspicious, and notified backup personnel to the scene.
Upon realizing their actions were exposed, Zhuang and his two employees fled in the truck driven by Zhuang towards the construction site exit. Seeing a security guard blocking the exit, Zhuang forcibly drove towards the security guard, who immediately jumped away. Zhuang then crashed through the gate's safety equipment and escaped.
Police investigated the report and found that Zhuang and the two employees had fled to a recycling center in Pingtung to sell the electric cables. Based on relevant surveillance footage, the three, including Zhuang, were successively arrested. Except for Hong, Zhuang and Xue were detained by the prosecutors after approval.
Further police investigation revealed that Zhuang and the two employees primarily sold the stolen goods to recycling centers in Zhongpu, Chiayi, and had committed multiple thefts at the construction site. Xue often rented the trucks. Based on recycling center receipts, rental receipts, and relevant surveillance records, Zhuang and the two employees admitted that since December last year, they had also colluded with two other employees, Huang and Yang (being investigated in a separate case), to commit 7 electric cable theft cases at the construction site.
The Chiayi District Prosecutors Office stated that Zhuang and the three others admitted to being involved in 8 electric cable theft cases, stealing a total length of over 4.5 kilometers of electric cables. According to the records from two recycling centers, there were 29 instances of selling stolen goods since October last year, with a total resale value of over 4.977 million NTD. This includes cases where electric cables were stolen but not reported, making it impossible to match with relevant sales records.
The Chiayi District Prosecutors Office believes that Zhuang and the two employees' act of driving to ram the security guard during their escape on March 3 meets the requirements for quasi-robbery under the Criminal Code. The case has been concluded and they have been indicted according to law. Considering that the three repeatedly and arbitrarily stole electric cables from the TSMC construction site and shared the proceeds, severely disrupting public order, the prosecutors requested a sentence of 10 years imprisonment for Zhuang and Xue, and 9 years and 6 months imprisonment for Hong.
