To implement localized medical care and enhance medical capacity in outlying islands, the Kinmen County Government and the National Defense Medical Center Tri-Service General Hospital signed a "Kinmen Area Medical Cooperation Memorandum of Understanding (MOU)" this afternoon. Kinmen County Magistrate Chen Fu-hai and Tri-Service General Hospital Superintendent Major General Tsai Yi-ting signed on behalf of their respective organizations.

Chen Fu-hai stated in his speech, "The military and civilians are one family, sharing one life on the island" is a sentiment long established in Kinmen. This cooperation with Tri-Service General Hospital for remote specialized outpatient services at health centers means "we are gradually building this up, at least to ensure that our fellow citizens are not overlooked in terms of medical care due to being in a remote area."

Tsai Yi-ting pointed out that smart healthcare and telemedicine are current trends, and Tri-Service General Hospital has developed many smart medical software, such as ECG interpretation software, which has been used in some remote areas and outlying islands. This cooperation with the Kinmen County Government aims to break through geographical limitations through communication technology, improve medical services, and ensure that patients can complete diagnosis and treatment within the golden time frame.

According to news materials from the Health Bureau, this medical cooperation memorandum focuses on the regularization of "telemedicine outpatient services." Tri-Service General Hospital will complete the information system integration with the Jinhu, Jinning, and Jinsha Township Health Centers, providing an inter-hospital connection solution. The first phase of outpatient services will target five major demand specialties: "Neurology, Plastic Surgery, Cardiology, Ophthalmology, and Hepatobiliary Gastroenterology." Services will be by appointment, and residents can go to the nearest health center to receive diagnosis from Tri-Service General Hospital specialists via video consultation equipment.

Regarding the launch time of telemedicine outpatient services, Tsai Yi-ting stated in a media interview that the procurement of related telemedicine equipment is currently underway. If the procurement proceeds smoothly, services can begin simultaneously at the three health centers in Jinhu, Jinning, and Jinsha within one month.
