In addition to Fang Ding-an and Hsieh Hsiao-kun, former Director of Transportation Chen Yao-chuan took over as Deputy Secretary-General, Chang Shu-wei, former Deputy Director of Urban Development, took over as Director of Urban Development, and Liu Bang-hsiu, Director of the newly established Legal Affairs and Labor Department.

The Keelung City Government stated that Liu Bang-hsiu holds a master's degree in Law from National Chung Cheng University and is pursuing a doctoral degree in Law at Tunghai University. He has served as a district court judge, presiding judge, district prosecutor, director of a branch of the Ministry of Justice Administrative Enforcement Agency, and a labor-management dispute mediation commissioner in science parks, possessing extensive qualifications spanning judiciary, administration, and labor rights protection.
