He then fired a modified handgun, first accidentally hitting a woman surnamed Huang, then firing two more shots injuring a man surnamed Tian. The Kaohsiung Prosecutors Office has concluded the investigation and indicted him on charges including firearms violations and attempted murder.

The indictment from the Kaohsiung District Prosecutors Office states that Liu, 49, was drinking on the evening of December 31st last year when he went to Sanmin District to celebrate New Year's Eve with his girlfriend. While in an alley, he heard people setting off fireworks, became displeased, and approached them to argue, which escalated into a verbal dispute. Liu then pulled out a modified handgun and fired at Mr. Tian, but first accidentally hit Ms. Huang, causing an open fracture to her right middle finger.

Liu did not stop there and continued to fire two more shots at Mr. Tian, causing severe injuries including an open pneumothorax and hemothorax to his right chest, pulmonary lacerations, fractures of his 9th and 10th ribs, and open injuries to his left calf and right upper arm.

Liu was transferred to the Kaohsiung District Prosecutors Office on charges including firearms violations. After further questioning, prosecutors determined the defendant had significant criminal suspicion and requested the Kaohsiung District Court for detention. However, the court initially ruled for Liu's release without bail.
