(Central News Agency reporter Hsieh Chun-lin, Taipei, May 5) A man surnamed Huang, while serving as a police officer in Taipei, was suspected of installing pinhole cameras in police station restrooms and other locations for voyeurism, and also purchased child sexual abuse images through "Creative Private." The Taipei District Court sentenced him to a total of 2 years and 10 months imprisonment for violating the Personal Data Protection Act and other offenses, with 1 year and 8 months of that term convertible to a fine, and a 5-year probation. He must also pay 200,000 NTD to the public treasury and perform 120 hours of community service.

The Taipei District Court announced its main judgment on April 30. Huang was sentenced to 1 year and 8 months imprisonment for offenses convertible to a fine, with each day commutable to 1,000 NTD. For offenses not convertible to a fine, he was sentenced to 1 year and 2 months imprisonment. Both sentences were suspended for 5 years, and he must pay 200,000 NTD to the public treasury and perform 120 hours of community service. The Taipei District Court has not yet explained the facts of the crime recognized in the judgment and the reasons for sentencing.

The case originated when the Xinyi Precinct of the Taipei City Police Department issued a press release in November 2024, stating that police officer Huang was suspected of placing a pinhole recording device in the police station restroom in July of the same year. The police bureau initiated an investigation, seized evidence, and transferred the case to the Taipei District Prosecutors Office for investigation; due to Huang's serious misconduct and criminal involvement during his tenure, he was reported for two major demerits and dismissed from his position.

The Taipei District Prosecutors Office concluded its investigation in May last year, indicting Huang for violating the Personal Data Protection Act and other offenses, and recommended that the court consider aggravating his sentence as he committed the crime by abusing his position as a public official.

According to the indictment by the Taipei District Prosecutors Office, from October 2018 to July 2024, Huang served as a police officer at a police station in the Xinyi Precinct. In July 2024, he repeatedly and irregularly placed pinhole recording devices inside toilet paper roll holders or trash cans in the restrooms on the first and second floors of the police station, randomly recording others using the toilet.

Separately, Huang had a crush on a female colleague. He took the opportunity to make a backup key to her apartment. In October 2020, he used the backup key to enter her rented apartment and placed a pinhole recording device in the bathroom exhaust fan, recording for about 2 to 5 days before re-entering the apartment to retrieve it.

Prosecutors also found that Huang placed pinhole recording devices in the restroom of his residence, secretly recording when inviting classmates, colleagues, or friends to his home.

In addition, the indictment stated that from 2018 to 2019, Huang successively downloaded child and adolescent sexual images from the internet and stored them on his mobile hard drive and computer. He was also a member of the "Creative Private" website and was suspected of purchasing self-shot sexual images of underage girls from the website. (Editor: Hsiao Po-wen) 1150505
