The Ministry of Labor recently convened the Employment Security Fund Committee, which approved proposals including the 2027 revenue (income) budget and plan of NT$26.32975 billion and the expenditure (outlay) budget and plan of NT$23.450162 billion from various units.
Compared to this year, both the fund's revenue and expenditure will increase in 2027. Revenue will increase from approximately NT$25.2 billion to NT$26.3 billion, while expenditure will increase from NT$22.7 billion to NT$23.4 billion.
Hou Song-yen, Director of the Workforce Development Agency under the Ministry of Labor, told the Central News Agency that the increase in revenue is mainly due to the recent relaxation of migrant worker policies, including an increase in the number of migrant workers introduced for household and manufacturing sectors. The employment security fees paid monthly by employers hiring foreign migrant workers will therefore increase, with an estimated increase of NT$1 billion.
As for the NT$785 million increase in expenditure, Hou Song-yen stated that NT$475 million is for subsidizing local governments to provide short-term care services, and NT$176 million is for subsidizing the Ministry of Health and Welfare to provide respite care services for long-term care, hoping to give more support to household employers.
The Ministry of Labor also explained that 61.64% of the Employment Security Fund expenditure is allocated to projects promoting national employment, including strengthening vocational training and employment information, operating public employment service centers, promoting employment services and vocational rehabilitation case services for people with disabilities, incentives for women's re-employment programs, and organizing skills certification and skills competitions.
Projects to improve workers' welfare account for 1.71% of the total budget, including subsidies for gender equality work, implementing labor education, implementing mass layoff protection functions, and living allowances for unemployed workers' children in school. Affairs related to the management of foreign employment account for 20.04% of the total budget, including subsidies for local governments to provide short-term alternative care services and subsidies for the Ministry of Health and Welfare to expand respite care services for families employing foreign caregivers.
