The Taipei District Prosecutors' Office indicted that from June to July 2023, Chen, serving as an acting childcare worker at a kindergarten, allegedly touched the private parts of a male child under the pretext of a physical examination. Additionally, from March to August 2024, Chen, while working as a childcare worker at another kindergarten, allegedly reached under a female child's skirt with his bare hand and touched her private parts. Furthermore, Chen successfully molested two other children.

After trial by the Taipei District Court in the first instance, it was determined that Chen fabricated excuses after the crime and showed no remorse. He was sentenced to 3 years and 6 months imprisonment for each of the four counts of forced molestation against children under 14 years old, with a combined execution of 8 years.

Upon appeal, the Taiwan High Court heard the second instance, where Chen continued to deny the charges. After deliberation, the second instance revised its finding that Chen committed forced molestation against three children, with one child subjected to forced molestation twice, constituting two offenses. The second instance found Chen guilty of four counts of forced molestation against children under 14 years old through methods against their will. The court ruled that the intent and acts for these four crimes were separate, and thus should be judged individually and punished cumulatively, resulting in an 8-year prison sentence.

Upon appeal to the third instance, the Supreme Court, after review, determined that the second instance's judgment on facts and application of law had no errors and the sentencing was appropriate.
