The Property and Casualty Insurance Association today issued a press release stating that according to statistics released by the Kinmen County Government Tourism Department, the Kinmen-Xiamen-Quanzhou Mini-Three-Links route accumulated 1.84 million passenger trips in 2025, a significant increase from 1.3 million in the same period in 2024. Among these, Taiwanese passengers accounted for approximately 73.77%, Chinese and Hong Kong/Macau passengers accounted for nearly 24.86%, and foreign passengers accounted for approximately 1.36%, indicating a growing recovery in travel by Taiwanese through the Mini-Three-Links.
The Property and Casualty Insurance Association pointed out that although existing personal overseas travel inconvenience insurance reference clauses include flight delay insurance, delays in cross-strait vessels to offshore islands are not covered. Therefore, they submitted the "Offshore Island Cross-Strait Water Public Transport Delay Insurance Rider" reference clauses, which were approved by the Financial Supervisory Commission (FSC) on April 27 this year for property insurance companies to use as a reference for designing comprehensive travel insurance products.
The Property and Casualty Insurance Association explained that this rider is divided into two types: actual expenditure reimbursement and fixed payment. First, for actual expenditure reimbursement, it mainly covers delays in water public transportation where the insured's actual departure time is delayed by 4 hours or more from the scheduled departure time. For additional expenses incurred by the insured during the delay period, such as meals, accommodation, and transportation costs between the port and the accommodation, the insurance company shall be liable for compensation to the insured in accordance with the rider's terms.
The Property and Casualty Insurance Association explained that if the expense receipts include costs for others and cannot be separated, the relevant expenses should be calculated proportionally based on the number of people. However, the total amount of compensation paid during the effective period of the rider is limited to the agreed insured amount.
As for the fixed payment type, the Property and Casualty Insurance Association stated that it mainly covers delays in water public transportation where the insured's actual departure time is delayed by 4 hours or more from the scheduled departure time. The insurance company will pay the insured amount as stipulated in the rider, limited to two payments during the insurance period.
At the same time, the Property and Casualty Insurance Association explained that insurance companies are not liable for losses caused by six types of circumstances, including the insured failing to take the scheduled water public transportation due to their own reasons; meteorological agencies having issued a marine typhoon warning; employees of the operator having obtained the right to strike, having given strike notice, having announced a strike or industrial action, or a strike or industrial action already having occurred; arriving at the port after the scheduled boarding time for water public transportation; failing to take the first alternative water public transportation provided by the operator; and the operator's bankruptcy, liquidation, or default, etc.
