Lin Kuo-chang announced his "Yilan Vibrant Water County Chapter" flood control policy at a press conference this morning, proposing the guideline of "all-watershed flood control from mountains, sea, and plains," from upstream forest conservation to marine conservation, including adding 10 pumping stations and other measures to carry out all-watershed river management, with "minimum area, fastest drainage, highest safety" as the principles for flood disaster governance.

Lin Kuo-chang pointed out that relying solely on building high levees is no longer sufficient to defend against flood disasters under extreme weather conditions. It is necessary to promote a three-dimensional flood control network upstream, midstream, and downstream: upstream tree planting and water conservation, midstream urban and rural local detention, and downstream critical facility upgrades. He promised to add 10 new pumping stations across the county within 8 years, covering Xizhou, Buhou, Zhuangdong, Xinshe, Shetou, Wuyuan, Wufan, Zhenzhu, Xinma, and also adding a pumping station next to the Wujie tide gate, to reduce flooding risk through runoff sharing.

Regarding the water environment, Lin Kuo-chang proposed the "Water Resources Center 2+5" plan. In addition to expanding the Yilan and Luodong Water Resources Centers, new systems will be added in Toucheng, Jiaoxi, Sanxing, Suao, and Nanao, establishing 7 major water resource treatment systems across the county.

Regarding sewage pipeline connection, Lin Kuo-chang said that the current household connection rate in Yilan County is 34%. He promised to add 80,000 household connections within 8 years, increasing the connection rate to 75%. For Lanyang Creek, Dezikou Creek, and Meifu Drainage, which are lightly or moderately polluted, he will ensure that the River Pollution Index (RPI) for the entire county is reduced to below 2 (unpolluted or slightly polluted) within 8 years through separation of irrigation and drainage and strict pipe connection.
