The Legislative Yuan's Economic Committee today visited Hualien County to inspect the 'Mata'an Creek Landslide Dam Post-Disaster Recovery and Reconstruction Work.' Legislators Hung Yu-hsiang, Cheng Tien-tsai, Lin Chien-chi, and Lin Chi, director of Chen Ying's Hualien service office, Yeh Chia-hsing, director of Fu Kun-chi's office, and councilor Tsai Yi-ching, among others, attended the inspection. They focused on reviewing issues such as bridge reconstruction, levee rehabilitation, drainage dredging, agricultural recovery, and resident resettlement. Hualien County Government Secretary-General Rao Chung led heads of various bureaus to attend and present reports.
The inspection team visited the southern end of the Provincial Highway No. 9 Mata'an Creek Bridge reconstruction project to understand the progress of bridge repair and levee reconstruction. They then went to the Fozu Street area in Guangfu urban area to understand the drainage and dredging situation and inspected the agricultural disaster recovery results at the Pangcha Farm. A comprehensive symposium was then held at the Guangfu Sugar Factory, where the Ministry of Agriculture, Hualien County Government, and relevant ministries reported on the implementation of landslide dam monitoring and warning mechanisms, evacuation and shelter response plans, and urban drainage and dredging achievements.
Hualien County Government stated that on April 30, a 'Mata'an Creek Landslide Dam Disaster Evacuation and Shelter Disaster Prevention Exercise' was conducted in Guangfu, Fenglin, and Wanrong townships. Through concurrent war-gaming and live exercises, the preparedness of emergency response mechanisms, evacuation procedures, and shelter operations was comprehensively reviewed.
County Secretary-General Rao Chung said that a comprehensive review was conducted after the disaster prevention exercise. He took this opportunity to request central government assistance in establishing multi-functional shelters on idle school grounds near schools. These shelters could be flexibly used by local communities during normal times and quickly converted into emergency evacuation and shelter facilities during disasters.
Hualien County Government emphasized that the post-disaster recovery of the Mata'an Creek landslide dam involves multifaceted work, including transportation, water conservancy, agriculture, and civilian resettlement. This requires close cooperation between the central and local governments, and through overall planning and phased implementation, to enhance Hualien's disaster prevention capabilities and environmental resilience, ensuring the safety of residents' lives and property, and promoting sustainable local development.
In addition, the Ministry of Agriculture explained the current agricultural subsidy measures and land restoration progress, and proposed countermeasures for damaged farmland and subsequent cultivation issues. The Hualien District Agricultural Research and Extension Station mentioned that after the Mata'an Creek landslide dam overflowed, it caused large-scale sediment deposition on farmlands in Guangfu, Wanrong, and Fenglin, forming 'jelly-like soil,' affecting agricultural machinery entry and cultivation. The agricultural station has launched soil improvement and cultivation guidance, established demonstration sites to promote technology, organized lectures and observations, and promoted a special project for agricultural production environment reconstruction, which is expected to start in June to accelerate the recovery of agricultural land in the disaster area.
The National Land Management Agency of the Ministry of the Interior explained the current status of residents moving into the first phase of temporary housing and reported on the progress of temporary resettlement facilities for indigenous peoples and permanent housing projects. The maintenance and management of the temporary housing are now entrusted to a property management company, which submits daily work logs, holds regular work meetings, and continuously monitors residents' needs for improving and optimizing the resettlement environment.
