The Hualien Branch of the National Taxation Bureau of the Northern Area, Ministry of Finance, stated today that due to the impact of Typhoon Hwajia's rainfall on September 23, 2025, the Mata'an River landslide dam lake overflowed, causing disaster losses to residents in parts of Guangfu Township, Fenglin Township, and Wanrong Township in Hualien County. These victims can claim an itemized deduction for disaster losses when filing their 2025 comprehensive income tax this year.
The Hualien Branch stated that in response to the severe disaster caused by the Mata'an River landslide dam lake overflow and the large number of affected residents, in addition to individuals applying for disaster loss certificates, the branch also cooperated with the Guangfu Township Office across agencies to actively process and issue disaster loss certificates based on the principles of leniency, speed, and simplicity.
The Hualien Branch explained that general deductions for income tax filing can be divided into two categories: "standard" and "itemized" deductions. For comprehensive income tax final declaration, itemized deductions include five major items: donations, insurance premiums, medical and maternity expenses, disaster losses, and housing loan interest.
Disaster victims filing comprehensive income tax in May this year, if the sum of the five major itemized deductions applicable to household members is greater than the standard deduction (NT$131,000 for singles, NT$262,000 for married couples filing jointly), choosing the itemized deduction method is more advantageous. Those who file using itemized deductions can report the amount on the disaster loss certificate issued by the National Taxation Bureau as an itemized deduction for disaster losses, but it cannot be deferred to subsequent years.
The Hualien Branch urged the public that if they suffer property losses due to the disaster and face economic difficulties preventing them from paying taxes within the prescribed period, they can provide relevant supporting documents before the filing deadline of June 1 this year (extended by one day because May 31 is a holiday) to apply for an extension or installment payment with interest in accordance with Article 26-1 of the Tax Collection Act.
