Hong Kong Media: New Director of Government Information Services Department is First from Police Force

(Central News Agency, Taipei, 4th) According to Hong Kong media reports, Andy Tse Chun-chung, a former police officer and currently the Coordinator of News and Public Relations in the Hong Kong Chief Executive's Office, will be appointed as the Director of Information Services, possibly taking office as early as tomorrow. This breaks the tradition, since Hong Kong's handover, of having administrative officers serve as Directors of Information Services. Tse is also the first Director of Information Services with a police background.

According to reports from Hong Kong media such as the Hong Kong Economic Journal, Tse Chun-chung joined the police force in 1999 and has over 20 years of policing experience. During the 2019 anti-extradition bill movement, he was the Chief Superintendent of the Police Public Relations Branch, hosting numerous police press conferences to explain operations, which is when he began to be known to the public.

In 2020, Tse Chun-chung was transferred to serve as the Commander of Kwai Tsing District. He once attended district council meetings to defend police work. In early 2022, he was transferred to the Security Bureau to handle anti-epidemic work. After John Lee, also from the police force, became Chief Executive in 2022, Tse Chun-chung joined the Chief Executive's Office as a Communications Secretary, and was appointed as the Coordinator of News and Public Relations in 2024.

Since Hong Kong's handover in 1997, the Director of Information Services has always been a civil servant. After the previous Director of Information Services was promoted, the position remained vacant until the first public recruitment this February.

The monthly salary for the Director of Information Services ranges from HKD 287,990 to HKD 296,535 (approximately NTD 1.16 million to NTD 1.19 million). Responsibilities include monitoring media responses to major government policies and large-scale events, reviewing how to respond to public relations issues with the Chief Executive and other principal officials; actively engaging and contacting the media, especially media editors, to enhance their understanding of the government's governance philosophy and stance; and promoting a positive image of Hong Kong locally and internationally through government promotional videos, media collaborations, and the "Brand Hong Kong" program.
