Hong, bothered by this, filed a complaint, and Mr. Wang was arrested and transferred for prosecution after refusing to cooperate with the investigation. The Zhongzheng First Police Precinct stated today that two officers were given two demerits for violating the principle of proportionality.

Taipei City Police Department Zhongzheng First Precinct explained in a press release this afternoon that officers Zhang and Lin from the Zhongxiao West Road Police Station handled a case of aggravated defamation reported by Mr. Hong on April 27. They asked the suspect, Mr. Wang, if he was willing to return to the police station with them for investigation, but Mr. Wang repeatedly refused.

The Zhongzheng First Precinct stated that because Mr. Wang's offense was ongoing and Mr. Hong filed a complaint of aggravated defamation on the spot, Mr. Wang was arrested as an offender in flagrante delicto for aggravated defamation, handcuffed, and then transferred to the Taipei District Prosecutors Office for investigation.

During the arrest process, Mr. Wang claimed he was unwell and needed medical attention. Officers immediately accompanied him to the hospital, and after examination, it was confirmed that his health was fine.

The Zhongzheng First Precinct stated that because the crime committed by Mr. Wang carries a prison sentence of less than two years, and considering the nature of the case and his advanced age, there was no immediate danger. Although officers Zhang and Lin continuously advised Mr. Wang to cooperate during the arrest, he repeatedly refused, and the officers' tone of voice during duty was not inappropriate.

However, the use of coercive force to handcuff Mr. Wang indeed violated the principle of proportionality listed in the "Regulations for Police Officers Using Handcuffs." The Zhongzheng First Precinct stated that, according to Article 6 of the "Standards for Police Personnel Awards and Punishments," officers Zhang and Lin were heavily reprimanded with two demerits.
