The Taichung City Urban Development Bureau explained that this construction project was previously ordered to halt work on July 10th last year due to inadequate safety protection measures during excavation, which caused subsidence to neighboring houses. After the developer resubmitted an improvement plan and underwent consultation with a third-party association and on-site review by a structural engineer association, the Urban Development Bureau approved the resumption of work on October 20th last year. However, since the neighboring damage was still under management and had not been resolved, the usage permit could not be issued.

Due to the large-scale road collapse on Shatian Road Section 5 adjacent to the construction project yesterday, the Urban Development Bureau stated that this construction project has once again been ordered to halt work to cooperate with the investigation into the cause of the road collapse.
