Around 12 PM, the northbound entrance to the Hsuehshan Tunnel was congested for about 6 kilometers, with an average speed of about 25 kilometers per hour inside the tunnel. Congestion at the Toucheng, Yilan, and Luodong ramps was about 500 meters to 1 kilometer.
