(Central News Agency, Hanoi, 2nd, comprehensive foreign wire) Japanese Minister Sanae Takaichi announced Japan's new foreign policy in a speech in Vietnam today, emphasizing economic security areas such as strengthening the supply chains of critical materials, and positioning this new foreign policy as a revised version of the 'Free and Open Indo-Pacific' (FOIP).

According to Japan's TBS Television, Takaichi stated during her speech at a university in Hanoi, the capital of Vietnam, that to evolve the FOIP vision in response to changes in the international situation, she will focus on three areas: 'strengthening energy and critical material supply chains,' 'sharing rules,' and 'expanding cooperation in the defense sector.'

Japan's Nikkei newspaper reported that Takaichi introduced that it has been 10 years since the FOIP, based on the principles of 'rule of law' and 'freedom from coercion,' was proposed.

Considering factors such as military conflicts between the United States and Iran, and the tariff policies of the Trump administration, Takaichi proposed three key areas for realizing FOIP amid an increasingly severe international situation.

Takaichi first proposed strengthening supply chains, directly stating, 'We must jointly strengthen the supply chains of essential materials in economic activities and the medical sector,' and showed an active attitude towards the medium-to-long-term goal of 'establishing a crude oil reserve and release system across Asia.'

Regarding cooperation in new areas, Takaichi proposed 'building trustworthy communication infrastructure,' which is indispensable for enhancing artificial intelligence (AI) competitiveness, and advocated the 'FOIP Digital Corridor Initiative' to support the construction of infrastructure such as submarine cables and satellite communication.

For sustainable economic growth, Takaichi called for the necessity of 'maintaining and expanding the economic order based on rules,' and stated plans to start the 'Trans-Pacific Partnership' (TPP) expansion process as soon as possible.

Takaichi also proposed expanding defense cooperation, emphasizing that 'supply chains rely on the security and freedom of navigation of sea lanes,' and will utilize mechanisms such as 'Official Security Assistance' (OSA), which provides defense equipment free of charge, and 'Official Development Assistance' (ODA) in the defense sector.

In her speech, she emphasized, 'The environment we are in has changed significantly, but the appropriateness of FOIP has not wavered.' She then stated that to realize FOIP in a severe international situation, 'countries must cultivate autonomy and resilience in economic and security aspects.'

Japan's Fuji Television (FNN) and Nippon TV reported that in addition to delivering a speech today, Takaichi also met with Vietnamese Prime Minister Lê Minh Hưng and General Secretary and State President Tô Lâm in Hanoi. (Compiler: Yang Wei-ching) 1150502
