(Central News Agency, Hanoi, 2nd,綜合外電報導) Japanese Prime Minister Sanae Takaichi arrived in Vietnam last night and will hold summit talks with Vietnamese Prime Minister Lê Minh Hưng today. The two leaders are expected to agree on supporting local refineries to stabilize the supply of critical medical-related materials to Japan.

Today, the Yomiuri Shimbun reported that this will be the first support case under the POWERR Asia financial support framework for energy procurement, totaling approximately 10 billion US dollars, announced by Takaichi on April 15.

Before flying to Vietnam yesterday, Takaichi told the media at the Prime Minister's Office, "Considering the situation in the Middle East, we will confirm the stable supply of energy in Asia and cooperation in strengthening supply chains, including critical minerals."

According to Japanese government sources, specific measures include the Japan Export and Investment Insurance (NEXI) providing export insurance to support the procurement of 2 million barrels of crude oil, equivalent to the capacity of a very large crude carrier, to help Vietnam's state-owned oil company's Nghi Son Refinery operate at full capacity. All funds for NEXI come from the Japanese government, providing compensation in cases where sellers cannot collect payments. This is a measure to strengthen refinery credit in response to rising oil prices.

In addition, Japanese major oil company Idemitsu Kosan will collaborate to promote the procurement of alternative oil from other sources. Due to the virtual blockade of the Strait of Hormuz, importing crude oil from the previous trading partner, Kuwait, has become difficult. Idemitsu Kosan is also one of the shareholders of the aforementioned refinery.

The petroleum products refined by this refinery, such as diesel and gasoline, are indispensable for the local production of materials for artificial dialysis tubes and other products supplied to Japan. The refinery's products are also raw materials required for the operation of Japanese company factories in surrounding industrial zones. Supporting the refinery will help stabilize the supply chain for Japan-related materials.

The Japan-Vietnam summit talks are also expected to position cooperation in economic security fields such as artificial intelligence (AI) and semiconductors as a "new priority area," confirming accelerated cooperation in these areas. The report indicates that this is a consideration of the China factor.

The Nikkei reported that this visit is Takaichi's first overseas trip since becoming Prime Minister last year, excluding participation in international conferences and visits to the United States.
