The estimated expenditure is NT$2 billion, with funding to be sourced from adjusting budget priorities, emphasizing the feasibility of the policy.

As the year-end Changhua County Magistrate election approaches, the Kuomintang (KMT) has seen several individuals express interest, including Legislator Hsieh Yi-feng, former Changhua County Deputy Magistrate Hung Jung-chang, Changhua County Government Counselor Ko Cheng-fang, and lawyer Wei Ping-cheng. On the DPP side, Legislator Chen Su-yueh emerged victorious in the primary and secured the nomination.

Although Chen Su-yueh's camp has not yet established a campaign headquarters, they issued a press release today, making the first policy promise since she announced her candidacy for Changhua County Magistrate: to fully subsidize health insurance premiums for seniors aged 65 and above in the county if elected.

Chen Su-yueh pointed out that there are currently approximately 250,000 seniors aged 65 and above in Changhua County. Based on the current average monthly health insurance premium of approximately NT$826 per person, the annual cost per person is estimated to be around NT$9,912. After deducting those who already qualify for reductions or subsidies, the total annual budget expenditure is estimated to be around NT$2 billion.

Chen Su-yueh stated that to raise the NT$2 billion, according to the approved final accounts of the county government for the 113 fiscal year, there was a surplus of NT$2.37 billion. With Changhua County's annual general budget scale of approximately NT$62 billion, reallocating the budget by reviewing low-efficiency or redundant expenditures can cover the main expenses of the policy.

Chen Su-yueh also mentioned that she would actively seek related subsidy programs for the aging society from the central government, combining long-term care, health promotion, and other resources to reduce the local financial burden. At the same time, she would consolidate existing fragmented subsidies to integrate systems and improve resource utilization efficiency.

Chen Su-yueh indicated that for the full subsidy of health insurance premiums, the plan is to adopt a no-application, automatic inclusion method. As long as seniors aged 65 and above are registered residents of Changhua County, the county government will directly pay their health insurance premiums on their behalf, simplifying the process and ensuring policy universality and fairness.
