Executive Yuan spokesperson Lee Hui-chih, Ocean Affairs Council Minister Kuan Pi-ling, along with Lienchiang County Magistrate Wang Chung-ming, Kuomintang Legislator Chen Hsueh-sheng, and Democratic Progressive Party Legislator Chen Pei-yu accompanied Premier Cho Jung-tai to inspect the progress of the new construction project for the 10th (Matsu) Coast Guard Squadron building and to commend frontline personnel.

After listening to briefings on the new 10th Coast Guard Squadron building and the work of the 11th Coast Guard Patrol Area, Premier Cho Jung-tai stated in his address that today marks his 711th day in office and his first time crossing the median line of the strait to visit an outlying island. He consistently cares about the stability of the livelihoods of outlying island residents and whether economic activities are proceeding as planned. Facing repeated intrusions by Chinese vessels, intelligence is being collected through various channels.

Premier Cho Jung-tai said that Matsu is located at the northernmost frontier of the Republic of China and is a frontline area. Coast Guard personnel protect the border without distinction between outlying islands and the main island. Their work is heavy, especially in facing threats from Chinese vessels, smuggling, illegal immigration, and epidemic prevention. The new 10th Coast Guard Squadron building is still 10 months away from completion, and he thanked the Lienchiang County Government for providing the land. Premier Cho Jung-tai emphasized that a more important task for the Legislative Yuan is to review the NT$1.25 trillion special budget under the special military procurement act. Premier Cho Jung-tai appealed to the Legislative Yuan to reasonably deliberate on the special military procurement budget, especially since Chen Hsueh-sheng, being on the frontline, should keenly feel the urgency. He urged support for the budget, which concerns future national security and the local defense industry, regardless of party affiliation, to help Taiwan acquire advanced equipment and weapons and enable local businesses to have independent R&D and maintenance capabilities that align with international standards.

Kuan Pi-ling stated that after years of effort, with the support of the Executive Yuan and the Lienchiang County Government, NT$400 million has been invested to build the 10th Coast Guard Squadron building, which will have one underground floor and six above-ground floors, featuring Min-Dong architectural characteristics. Upon completion, it will integrate duty and logistics spaces and deepen connections with local residents. In addition to the Coast Guard, the shore patrol squadron building also urgently needs renovation, and she hoped that the Executive Yuan would follow the military's example and exempt it from the current three-stage review process for building construction.

Premier Cho Jung-tai immediately instructed support for the Coast Guard building to follow the Ministry of National Defense's example, excluding the application of the three-stage review principle, to reduce redundant reviews and administrative costs. He also asked Kuan Pi-ling to submit the proposal as soon as possible, and the Executive Yuan will expedite the review to provide Coast Guard personnel with a safe, comprehensive, and mobile-responsive environment.
