The "Hunting Dogs Don't Hunt" pet restaurant in Xihu Township, themed around golden retrievers, has attracted customers with its many cute and gentle golden retrievers. However, an electronic media outlet reported today that the owner, surnamed Chen, had allegedly abused dogs by throwing chairs at them and whipping them.

Miaoli County Government stated in a press release that on April 1st, the public provided video evidence via a social media platform, covering four different time periods between 2023 and 2025. The footage showed the owner, surnamed Chen, dragging, whipping with a leash, throwing chairs, and kicking the dogs, which clearly exceeded the scope of reasonable discipline.

The county government pointed out that on April 2nd, the APHO, accompanied by police, conducted an on-site inspection. It was found that the owner and dogs were registered in Taichung City, and the dogs were usually kept in Taichung and transported to Xihu Township, Miaoli for business hours. There were 10 golden retrievers at the scene, all of whom had microchips implanted and were neutered. A veterinarian's on-site assessment found the dogs to be outwardly healthy, with no acute injuries, and their interactions were generally normal, without obvious signs of withdrawal.

Regarding the actions shown in the reported videos, the owner, surnamed Chen, admitted they were his own actions and explained that he took larger actions to control the dogs to quickly separate them when conflicts arose due to dominance hierarchies within the pack. Since the video content was factual, the county government determined that the owner's actions violated Article 5 of the Animal Protection Act, which prohibits harming animals, and imposed the maximum fine of NT$75,000 in accordance with Article 30 of the same Act.

The county government said that considering the overall good health of the dogs at the scene, they did not reach the level requiring emergency seizure, so they will not be confiscated for now, but will continue to be tracked and managed. Furthermore, the Taichung City Animal Protection Authority will be requested to conduct visits and investigations at the actual rearing location of the dogs, ensuring animal welfare and management comply with regulations through cross-city cooperation mechanisms.

The owner, surnamed Chen, posted on his Facebook fan page stating that the video was deliberately intercepted from footage his wife provided to a social worker last year to爭取女兒撫養權 (fight for custody of their daughter). He said the dogs are usually well cared for, and he only takes drastic action to stop fights when the pack quarrels.
