Tsai Chi-hsien stated that Penghu's Longmen Houwan is located in the Penghu Waterway, and every year, with the fierce northeast monsoon, a large amount of marine debris, of all kinds, pollutes and covers the "crescent-shaped" coastline from time to time, tarnishing the beautiful bay. The Environmental Protection Bureau conducted small-scale cleanups in March and April this year, but it was still unable to overcome the nightmare of increasing marine debris accumulation.
