Ministry of Health and Welfare Announces Extension of Nursing Institution Evaluation Validity from 4 to 6 Years

Taipei, May 1 (CNA reporter Shen Pei-yao) The Ministry of Health and Welfare announced a draft amendment to the "Nursing Institution Evaluation Regulations," with key points including extending the validity period for qualified nursing institutions from 4 years to 6 years. For nursing institutions that fail the evaluation, after passing a re-evaluation, the validity period will be revised from 1-3 years to 1-5 years.

Following the extension of the validity period for hospital evaluations from 4 to 6 years, the Department of Nursing and Health Care of the Ministry of Health and Welfare announced on April 29 a draft amendment to Articles 3 and 4 of the "Nursing Institution Evaluation Regulations," with a 60-day public comment period.

According to the general explanation of the draft, the first point of amendment is to align the validity period for qualified nursing institution evaluations with hospital evaluations and teaching hospital evaluations, revising it from 4 years to 6 years. Second, for nursing institutions that fail the evaluation and then pass a re-evaluation, the validity period will be revised from 1-3 years to 1-5 years.

Chen Ching-mei, Deputy Director of the Department of Nursing and Health Care, told the media today that one reason is to align with the adjustment of hospital evaluation times, as some nursing institutions are affiliated with hospitals, making consistent operations more convenient.

Chen Ching-mei said that nursing institution evaluations are mostly conducted between July and August each year. After this announcement and approval, and following legal procedures for public announcement and implementation, relevant provisions will be added. For nursing institutions that undergo evaluation this year and pass, the validity period will be retroactively applied according to the new 6-year system.

In addition, Chen Ching-mei explained that over the years of implementing nursing institution evaluations, in addition to commissioning evaluation committee members to conduct on-site inspections of nursing institutions, institutions have been systematically required to upload daily nursing operation regulations, patient assessment data, etc. Utilizing such information systems for evaluation can make quality management "routine," rather than relying solely on the results of committee inspections during the evaluation period.

Regarding the nursing institution evaluation items, including administrative management and protection of service recipients' rights, they are slightly adjusted on a rolling basis each year and the evaluated units are informed before the evaluation.

The general explanation of the draft states that this adjustment is to promote the sustainable development of the healthcare system, and to respond to the application of smart technology and the trend of normalizing the evaluation system, returning quality management to daily operations, and reducing the burden of nursing institution evaluations.
