According to reports from AFP and Reuters, the U.S. Department of Justice stated in the indictment that the Mexican drug cartel "Sinaloa Cartel" allegedly kidnapped and intimidated political opponents of Sinaloa Governor Rubén Rocha Moya in exchange for Rocha Moya's protection for their drug shipments to the United States.

The indictment states: "These politicians and law enforcement officials abused their power to support drug cartels, putting victims at risk of threats and violence."
