Taipei City Council Reviews Shezidao Detailed Plan, Self-Help Association Protests Demanding Suspension

(Central News Agency reporter Chen Yu-ting, Liu Chien-pang, Taipei 30th) The Taipei City Urban Planning Committee today reviewed the Shezidao detailed plan. The self-help association, which opposes district expropriation, protested at the venue, questioning that the city government had not adequately communicated in accordance with the Ministry of Interior's resolution and demanded a suspension of the review. However, as soon as the meeting time arrived, the Urban Planning Committee began its closed-door session on schedule.

The Ministry of Interior's Land Expropriation Review Panel agreed on December 25, 2024, to the Taipei City Government's proposal for the scope of the Shilin Shezidao district expropriation development and the ratio of land replacement value. However, the district expropriation has not yet been approved. The panel requested the city government to continue good communication if residents are unwilling to participate in the expropriation, comprehensively consider the public welfare and necessity of the expropriation, evaluate the possibility of excluding relevant land, and ensure that residents' property rights are properly protected.

Today at 2 PM, the Taipei City Urban Planning Committee convened to review the Shezidao detailed plan revised in accordance with the Ministry of Interior's Land Expropriation Review Panel's resolution. The Shezidao Self-Help Association gathered at the city hall entrance at 1 PM, shouting slogans such as "Stop forced relocation, keep the island, keep the people" and "Illegal procedures, stop the review."

Li Hua-ping, spokesperson for the Shezidao Self-Help Association, stated that last year, the association collected petitions from 615 households and 1,156 Shezidao voters explicitly requesting exclusion from the expropriation zone. However, the city government directly ignored and forcibly rejected their request for discussion, which violates the Ministry of Interior's Land Expropriation Review Panel's resolution and procedural justice.

Li Hua-ping criticized that Taipei Mayor Chiang Wan-an had promised to communicate with residents with the greatest empathy, but now he has not only failed to fulfill his promise but also refused to accept petitioners' opinions, which is arrogant and dictatorial. She called on the city government to suspend the review of this case, re-evaluate the Shezidao urban plan, and allow landowners who wish to join the expropriation to apply voluntarily.

The self-help association then proceeded to register to speak at the meeting. Upon arrival, they found that other people had already registered first, and fearing they would not be able to express their opinions in the meeting, multiple scuffles broke out with the police present. However, as soon as 2 PM arrived, the Urban Planning Committee announced the start of the meeting amidst protests and allegedly restricted personnel from entering the public gallery and strictly controlled entry and exit for security reasons.
