Student Group Alleges Chung Dao High School Violated Teaching Normalization; School Claims Review and Improvement

The county's Education Department stated that it has asked the school to improve to comply with regulations. EdYouth, which has long focused on student rights, issued a press release today, pointing out that it received feedback from graduating junior high students of Chung Dao High School that the school has long violated the "Implementation Guidelines for Normalization of Teaching in National Junior High and Elementary Schools." This included using the 8th, 9th, and 10th periods for regular curriculum progress and completely canceling arts, music, and home economics courses before the junior high school comprehensive assessment program. In addition, the school forced students to purchase handouts and used the content of these handouts as a basis for assessment and ranking, depriving students of their right to choose their learning.
According to official documents from the Ministry of Education, the Ministry had conducted an on-site inspection in November 2024 and again in December 2025 without prior notice, finding multiple irregularities. These included non-compliant class grouping, failure to conduct differentiated instruction as required, failure to teach some subject areas and flexible courses according to the timetable, failure to provide after-school tutoring as required, and conducting assessments before the first period in the morning. Furthermore, according to the students involved, there were suspicions of personal information leakage of the complainants during the county government's handling process, leading to students being collectively targeted and pressured by school teachers and administrators, causing immense physical and mental stress.
EdYouth called on Chung Dao High School to immediately stop illegal courses and the practice of occupying arts and elective classes. It also urged the county government to withdraw the disposition of "handing over to the board of directors for deliberation" and promptly conduct an external investigation by the Education Department in accordance with the law, imposing substantial administrative penalties on relevant personnel for violations and fulfilling its due supervisory responsibilities.
In response, Chung Dao High School stated that after the Ministry of Education's K-12 Education Administration and the county's Education Department conducted on-site inspections in December last year, the school has reviewed and improved various deficiencies in the normalization of junior high school teaching. The county's Education Department also stated that on March 31st this year, it convened a private school advisory committee in accordance with the Private School Law to discuss the school's violation of teaching normalization and requested the school to improve.
