The Pingtung District Prosecutor's Office recently concluded its investigation, indicting him on charges including public endangerment and intimidation, and recommended a sentence of 5 years in prison.

According to the indictment from the Pingtung District Prosecutor's Office, 61-year-old Mr. Chang broke up with Ms. Kang on November 25 last year, and a dispute arose. On the evening of that day, Mr. Chang sent multiple LINE messages threatening Ms. Kang, including phrases like "If I see you, I'll make you die every time," causing Ms. Kang to fear for her safety.

The indictment states that on February 4 this year, Mr. Chang rode a motorcycle owned by his ex-girlfriend, Ms. Huang, but with a different license plate. He disguised himself with a female wig and a sun-protection skirt, went to Ms. Kang's rented residence, poured flammable liquid, and set fire to her motorcycle, destroying two motorcycles. The fire spread to the house, melting the windows of the corrugated iron carport, blackening the cement wall around the outdoor air conditioner unit, and burning the insulation of the outdoor electrical wiring.

After setting the fire, Mr. Chang rode away, then reinstalled the original license plate on the motorcycle used in the crime before returning it to Ms. Huang.

The Pingtung District Prosecutor's Office pointed out that Mr. Chang had also threatened another ex-girlfriend, Ms. Deng, in 2018, saying he would burn down her car and house, indicating a habitual pattern of threatening ex-girlfriends with arson after breakups.

The Pingtung District Prosecutor's Office stated that Mr. Chang, solely due to an emotional dispute with his ex-girlfriend, did not resolve the issue through legal and rational means. Instead, he resorted to extreme measures to vent his temporary anger, disregarding the safety of an unspecified number of people.
