(Central News Agency reporter Wang Chao-yu, Keelung, 30th) The Keelung City Government's Legal and Labor Affairs Department was inaugurated today, with lawyer Liu Pang-hsiu serving as its Director. Mayor Hsieh Kuo-liang said that after the establishment of the Legal and Labor Affairs Department, it will cooperate with the Government Ethics Department to provide legal advice, allowing civil servants to complete their work with peace of mind.

The Legal and Labor Affairs Department, located at No. 5, Yi-yi Road, Keelung City, oversees the Legal Affairs Section, Administrative Relief Section, Labor-Management Relations Section, and Labor Relations Section. An inauguration ceremony was held today, attended by Hsieh Kuo-liang, Liu Pang-hsiu, and former Prosecutor General and city government legal advisor Chiang Hui-min, among others.

Hsieh Kuo-liang stated in his speech that 18 years ago, when he was a legislator, he collaborated with then-Prosecutor General of the Ministry of Justice's Department of Prosecutors, Chiang Hui-min, and Prosecutor Liu Pang-hsiu on issues such as drunk driving and drugs. This time, he specifically invited Liu Pang-hsiu, who has practical judicial experience and understands the spirit of the public, to serve as the Director of the Legal and Labor Affairs Department, and thanked Chiang Hui-min for serving as the city government's legal advisor.

Hsieh Kuo-liang pointed out that before the establishment of the Legal and Labor Affairs Department, he thanked Director Li Kuo-cheng of the Government Ethics Department for leading his team, participating in important city government evaluation meetings, and leading the integrity platform to help civil servants work with confidence. After the establishment of the Legal and Labor Affairs Department, it will provide legal advice in parallel with the Government Ethics Department, allowing civil servants to complete their work with greater peace of mind.

Regarding labor rights, Hsieh Kuo-liang stated that the Legal and Labor Affairs Department has specialized sections to serve workers. Liu Pang-hsiu and the Deputy Director will continue to work hard to promote better working conditions and environment.

Liu Pang-hsiu previously served as the Director of the Taoyuan, Hsinchu, Tainan, and Chiayi branches of the Ministry of Justice Administrative Enforcement Agency, as well as a judge and prosecutor. He stated in his speech that Keelung City has 90,000 insured laborers and 180,000 people actually engaged in labor-related work. Hsieh Kuo-liang's emphasis on labor rights and the establishment of a dedicated agency shows that laborers are a very important part of social development and urban governance. Focusing on labor rights and working conditions will be the future direction of the Legal and Labor Affairs Department.

Liu Pang-hsiu stated that he has been engaged in legal work for over 30 years. In the future, he will fully assist the city government in promoting its operations in compliance with laws and regulations, from prevention and legal aspects, allowing civil servants to work with confidence and peace of mind. Legal work is about building a legal embankment, allowing civil servants to administer and work according to law within the legal framework. (Editor: Li Hsi-chang) 1150430
