Passengers disembarking at Guangfu Station must cooperate with Taiwan Railways personnel to be guided to the second floor for vertical evacuation.

The Mata'an Creek landslide dam overflowed on September 23, 2025, causing river water mixed with mud and soil to rush into Guangfu Township, resulting in a severe disaster with 19 deaths and 5 missing.

Today's drill involved the Hualien County Government and a total of 12 villages from Guangfu, Wanrong, and Fenglin townships, setting up 10 shelters. Approximately 4,000 households in the protected areas around Mata'an Creek were targeted. National military units, disaster prevention specialists, and civilian volunteers assisted with the evacuation of protected households, material transport, and shelter setup.

Ji Liancheng, Political Commissioner of the Executive Yuan, stated in a media interview before the meeting that the morning's tabletop exercise was mainly to familiarize the Guangfu, Fenglin, and Wanrong township offices with disaster preparedness work. The afternoon's live exercise focused on large-scale evacuation and resettlement.

He stated that 15 people from the disaster prevention and response center composed of various ministries and commissions of the Executive Yuan and the Central Disaster Response Team formed a central guidance group to jointly guide the Hualien County Government and the three townships in conducting the drill.

Ji Liancheng said that Hualien is located on the windward side, and not only these three townships will face disasters, but the entire Hualien County should pay attention to flood prevention work.

The Hualien County Government stated that this exercise focused on "the periphery of a typhoon affecting the Hualien area, accompanied by an earthquake causing upstream slope collapse and the formation of a landslide dam with a risk of collapse." It simulated various stages of operations, including pre-disaster warning, in-disaster response, and post-disaster shelter and resettlement.

The morning's tabletop exercise was divided into two stages, with 19 exercise subjects. In the afternoon's live exercise, Ji Liancheng issued the exercise scenario, and the three township offices extracted lists of protected households based on disaster meteorological information maps, conducting exercises such as preemptive evacuation and mandatory evacuation. Protected households could choose to stay with relatives, be accommodated in shelters, or perform "vertical evacuation," with investigation teams entering communities to conduct thorough searches.

The Hualien County Government stated that the exercise strengthened the evacuation mechanism for vulnerable groups, including name verification and dedicated escort for elderly living alone, people with disabilities, and those with mobility impairments. It also incorporated the exercise of public authority in alert zones, simulating the implementation of necessary coercive measures against residents who refuse to cooperate with evacuation despite persuasion.
