(Central News Agency reporter Chiang Yi-Ching, Yunlin, 30th) Kuomintang Yunlin County Magistrate candidate Chang Chia-chun today presented a "Rural Reading Revitalization Plan" to Zheng Fengxi's widow Wu Chi-chao, pledging that if central government resources are not in place, she will proactively bear the reconstruction costs of the Zheng Fengxi Memorial Library upon her election, and introduce technology and AI learning mechanisms.

The Zheng Fengxi Memorial Library in Kouhu Township, Yunlin County, has been in use for over 30 years and faces problems such as aging buildings, water leakage, and insufficient accessible facilities. Chang Chia-chun today, accompanied by Wu Chi-chao and Kouhu Township Mayor Lee Lung-fei, jointly spoke out, proposing the "Rural Reading Revitalization Plan," emphasizing that the library's reconstruction will be the starting point for comprehensively improving rural reading environments.

Chang Chia-chun promised that if she is successfully elected as county magistrate in the future, she will prioritize assisting in reapplying for the occupancy permit, removing relevant legal obstacles, and fully striving for subsidy resources from the central government. If central funds are still not approved, the county government will proactively bear the relevant expenses and combine resources from private enterprises for joint investment.

Chang Chia-chun said that the total reconstruction cost is estimated to be approximately NT$130 million. She believes that this investment is related to the future development of children in Kouhu and should not only not be cut but also not be further delayed.

She believes that this plan is not a single library project but a "three major revitalization projects" that integrates education, technology, and social functions for overall upgrading, including balancing historical heritage with innovative design, secondly introducing digital technology, and establishing an elderly-friendly space.

Chang Chia-chun emphasized that Zheng Fengxi embodied the spirit of "knowledge breaking limitations" with his life, and the memorial library symbolizes a "ship of knowledge" carrying local hopes.
