(Central News Agency reporter Huang Chiao-wen, Taipei, 29th) The dispute over Taipei Main Station's commercial facility operation rights continues. Breeze Group questioned the Taiwan Railways Administration (TRA) evaluation for suspected conflicts of interest and information leakage, demanding the exclusion of scores from relevant evaluators. TRA stated today that it had informed the evaluation committee members of recusal requirements in accordance with regulations and had implemented relevant integrity notification matters.
Taipei Main Station, located at the core transportation hub of the capital, sees over 600,000 commuters daily. The TRA Taipei Main Station commercial facility is currently operated by Breeze, with its contract expiring on July 24 this year. This commercial facility is considered a 'cash cow.' After TRA announced the tender in mid-January this year, it attracted multiple operators to compete.
TRA company announced the results yesterday. After 8 qualified applicants presented and were questioned by on-site evaluators, the evaluation committee determined 'Shin Kong Mitsukoshi Department Store Co., Ltd.' as the optimal applicant, and 'Breeze Plaza Co., Ltd.' as the suboptimal applicant. If the optimal applicant cannot complete the negotiation (contracting), the suboptimal applicant may be notified to take over the negotiation.
However, in addition to the previous leak of the tender applicant list, the evaluation results were prematurely circulated in the market before TRA's official announcement. The suboptimal applicant, Breeze, held a press conference this afternoon, questioning TRA's evaluation process for suspected conflicts of interest and information leakage. They also pointed out that they were only 1 point behind the optimal applicant, Shin Kong Mitsukoshi, and insisted that the score of an evaluator who previously served as a financial advisor for Shin Kong Life should be excluded, and the ranking recalculated. If TRA does not respond to their objections, they do not rule out further administrative remedies, including applying for a provisional injunction to temporarily halt the signing of the contract.
TRA explained in writing that it had fully informed all evaluation committee members about Article 6 of the 'Guidelines for Members of the Private Participation in Public Construction Project Evaluation Committee' regarding recusal matters before the meeting, and the members had confirmed their awareness. The company has implemented relevant integrity notification matters throughout this case, and has also initiated an internal investigation into the suspected premature disclosure of evaluation results to the public.
Regarding Breeze's queries about the evaluation committee members, TRA pointed out that objections can be raised within 30 days starting today, in accordance with Article 47 of the Act for Promotion of Private Participation in Infrastructure Projects. (Editor: Li Heng-shan) 1150429
