(Central News Agency reporter Wang Hongxin, New Taipei, 29th) In Luzhou District, New Taipei City, a female student was stalked by a man surnamed You after school on the 28th. Her grandmother and the neighborhood chief were assaulted when they intervened, drawing public concern. New Taipei Mayor Hou Yu-ih visited the neighborhood chief today and stated that the police department would request the judiciary to grant preventive detention.
The police explained that at around 4 PM yesterday, an 18-year-old female high school student was returning home from school when she was stalked by a man surnamed You. The girl called her grandmother for help, and her grandmother waited in the community and approached to stop the man, only to be assaulted by him. The neighborhood chief who came forward to intervene was also assaulted. Fortunately, other eyewitnesses intervened and subdued the man. Police immediately arrived at the scene, handcuffed, arrested, and took the man back to the police station.
It is understood that the grandmother sustained severe injuries, including facial bruises, eye injuries, a fractured nasal bone, as well as abrasions on both arms and a ruptured liver, and is currently undergoing emergency treatment and observation at Shin Kong Hospital. Guo Tengfang, the neighborhood chief of Xinyi Li, suffered a torn right eyelid and a fractured right nasolacrimal duct and is hospitalized at Taipei Mackay Memorial Hospital.
After questioning, the man surnamed You was transferred to the prosecutor's office for investigation on suspicion of serious injury, assault, and stalking, with the police recommending preventive detention and requesting protective measures. In addition, involving the Stalking Harassment Prevention Act, the police will issue a written warning to the man and assist the victim in applying for a protection order. The high school student has also filed a sexual harassment complaint, which the police are handling according to regulations.
After Guo Tengfang was discharged and returned home, Hou Yu-ih specifically visited him at noon today. Hou Yu-ih stated in a media interview that in addition to wishing the chief a speedy recovery, the police department would transfer the case as serious injury and a violation of the Stalking Prevention Act, and would request the district prosecutor's office and the court for preventive detention. He also stated that he would demand relevant units strengthen investigations to prevent similar incidents from happening again.
Due to the man's alleged sexual harassment, stalking, and violent assault, the incident has aroused social concern and caused panic among local residents. During today's New Taipei City Council interpellation session, independent councilor Li Weng Yue-e and Democratic Progressive Party councilors Peng Chia-yun and Yan Wei-ci raised questions. Police Chief Fang Yang-ning stated that preventive detention has been applied for, pending the court's ruling.
He stated that if the man returns to the community in the future, he will also be a key focus of police attention. However, in this case, he affirmed the chief's heroic actions but urged the public to call 110 for police assistance if they encounter similar situations.
Department of Health Director Chen Runqiu stated that if necessary, this individual case could involve mandatory medical treatment, but mandatory hospitalization requires professional diagnosis, otherwise a judge's ruling is needed for mandatory hospitalization. (Editor: Hsiao Bowen) 1150429
