The Taiwan Railways Industry Union's press release stated that Wu Chang-chih was previously sentenced for forcibly molesting a female colleague and was further exposed by the media for allegedly defrauding "crew allowances" by taking advantage of his union position, with reported fraud amounts reaching nearly NT$800,000.
Wang Chieh, Executive Director of the Taiwan Railways Industry Union, said that according to the "Regulations for the Use and Management of Housing by State-owned Taiwan Railways Corporation," if an employee wishes to apply for multi-room housing, they must be married with a spouse or children residing with them, and their registered domicile must be more than 100 kilometers commuting distance from their service unit, with no self-owned residence within that distance.
Wang Chieh stated that it was recently revealed that Wu Chang-chih violated Taiwan Railways dormitory rental regulations by applying for a multi-room dormitory for nearly 10 years despite being single. An internal investigation by Taiwan Railways Company also confirmed that Wu's illegal occupation was true and that he illegally built a private carport. However, after confirming the facts, Taiwan Railways inexplicably claimed that there was "no abuse of authority in the application and no profiteering."
Wang Chieh said that the Taiwan Railways Industry Union believes that if the illegal occupation is a fact, Wu Chang-chih, being a transportation service personnel, is suspected of violating the "Anti-Corruption Act." Taiwan Railways Company should handle the matter impartially, impose disciplinary action, and recover the expenses for the period of illegal occupation.
The Taiwan Railways Industry Union also put forth four demands to Taiwan Railways Company and the Taiwan Railways Enterprise Union, including: Taiwan Railways Company should require Wu Chang-chih to immediately vacate the dormitory and recover rent based on market prices for rentals around his residence, relevant usage damages, and costs for dismantling the illegal carport. The company should also jointly investigate illegal dormitory rentals across Taiwan to ensure fairness in dormitory leasing.
In addition, the Taiwan Railways Enterprise Union should immediately convene a supervisory board meeting to audit accounts and check whether Wu Chang-chih misappropriated union funds for personal use during his tenure as secretary to protect members' rights.
