(Central News Agency, Taipei, 29th) As the flood season approaches, the Taipei City Hydraulic Engineering Office today announced the results of its 2026 flood prevention and emergency drill and autonomous disaster prevention community achievements. Mayor Chiang Wan-an stated that, drawing on Japan's disaster prevention experience, the city aims to promote communities to enhance their autonomous disaster prevention capabilities and strengthen self-help, mutual aid, and public assistance mechanisms.

May marks the beginning of the flood season, gradually entering the typhoon and heavy rain season. The Taipei City Public Works Department's Hydraulic Engineering Office today announced the results of its 2026 flood prevention and emergency drill and autonomous disaster prevention community achievements. This year's drill for the first time integrated actual combat operations, disaster prevention education, and community participation, presenting a blend of soft and hard flood control measures.

The Hydraulic Engineering Office stated that this year's drill also included the opening of the "Learning with Water Park," incorporating humanities and educational elements. Chiang Wan-an and city government officials took a group photo with elementary school students waiting for a guided tour and presented awards to outstanding autonomous disaster prevention communities.

Chiang Wan-an said that in Japan, a very high proportion relies on public autonomous disaster prevention and successful self-help in communities to avoid disasters, which is worth learning from; therefore, the city government, through various subsidies and measures, enhances community autonomous disaster prevention capabilities, strengthens self-help, mutual aid, and public assistance mechanisms, and thanks neighborhood chiefs for leading their teams to participate in disaster prevention drills. The city government will continue to refer to international experience to refine its disaster prevention capabilities.

Chiang Wan-an today served as the commander-in-chief, first listening to a briefing at the pumping station general management center, then inspecting the automation of the pumping station and the operation drill of mobile pumping machines, confirming the pumping function.

The Hydraulic Engineering Office explained that Taipei City's 88 rainwater pumping stations have been divided into 6 sub-district management centers for operation, which can greatly enhance the overall drainage defense efficiency.

Chiang Wan-an then went to the No. 10 evacuation gate of the Keelung River to inspect the drill situation of the opening and closing of the evacuation gate, the operation of mobile pumping machines, and the deployment of new flood prevention materials.

The Hydraulic Engineering Office emphasized that in the past, flood prevention mostly relied on heavy sandbags or flood blocks, which were time-consuming and labor-intensive to transport. This time, the operation of an "inflatable flood wall" was demonstrated, which is lightweight, easy to store, and quick to assemble, allowing for precious time to be gained during flood prevention.

Chiang Wan-an said that this year, the city government specifically simulated a drill scenario with typhoons and monsoon interaction, and prolonged heavy rainfall. He affirmed the automated system operations seen at the pumping station, such as 9 12-inch small cannon pumping machines and the opening and closing of evacuation gates, as well as the procurement of "inflatable flood walls," and reminded everyone to continue refining disaster prevention operations with the spirit of "do not rely on the enemy not coming, but on our readiness to meet them."
