It is understood that the Taipei District Prosecutors Office (TDPO) has received public complaints questioning whether the Taipei City Government assisted the construction contractor in fraudulently claiming engineering fees, and has launched an investigation under a "Ta-Tzu" case classification.

Media person Li Cheng-hao recently stated on Facebook that he received a complaint alleging that the Zhongxiao Bridge ramp demolition project during former Taipei Mayor Ko Wen-je's tenure had discrepancies between the construction method used and the tender specifications. This allegedly resulted in illicit gains for the demolition contractor, Huang Chang Construction, amounting to hundreds of millions of NT dollars. He also posted a summons from the AAC for a key witness, with the case reason being the Anti-Corruption Act.

Li Cheng-hao also mentioned that in May 2018, then-non-affiliated Taipei City Councilor Li Ching-yuan exposed that Huang Chang Construction's construction method did not match the tender specifications. He questioned whether the Taipei City Government assisted Huang Chang Construction in fraudulently claiming NT$60 million to NT$70 million in engineering fees, involving forgery and violations of the Anti-Corruption Act.

Additionally, Taipei City Councilor candidate Ma Yu-wen today also stated on social media that prosecutors and the AAC are restarting investigations into whether the Zhongxiao Bridge ramp demolition operation involved illicit gains of hundreds of millions of NT dollars for relevant businesses. She said the complaint letter indicated that Huang Chang Construction was suspected of changing the safer but more expensive "cutting method" to a cheaper but dangerous "crushing method," causing the project cost to plummet from NT$310 million to just NT$30 million.

It is understood that regarding this case, the TDPO has received public complaints and is currently investigating under a "Ta-Tzu" case classification, with the AAC under its command. Last week, a key witness was summoned for questioning and was released by the AAC after the inquiry, without being transferred to the TDPO for further questioning.
