(Central News Agency reporter Wu Chi-Lin, Helsinki 28th) Norway and Ukraine's Ministries of Defense signed an agreement in Kyiv on April 27th. Thousands of Ukrainian-designed medium-strike drones will be manufactured in Norway and delivered entirely to the Ukrainian armed forces, with the first systems expected to reach the front lines before this summer.

This is the first Norway-Ukraine joint production project under the "Build with Ukraine" initiative. Norwegian Ambassador to Ukraine, Lars Ragnar Aalerud Hansen, represented Norway, and Ukrainian Deputy Minister of Defense, Serhii Boiev, represented Ukraine, completing the signing in Kyiv.

Norwegian Minister of Defense, Tore O. Sandvik, stated in an official press release that the agreement benefits both countries: Ukraine gains urgently needed equipment in a secure environment, while Norway establishes substantial manufacturing capabilities in a critical area. He said: "Supporting Ukraine's resistance is the most important thing we can do for Norway's security."

Ukrainian Minister of Defense, Mykhailo Fedorov, stated that Norway allocated over 1.5 billion US dollars (approximately 47.3 billion New Taiwan dollars) this year specifically for purchasing Ukrainian-made weapons. These jointly produced drones, combined with Norway's equipment supply to brigade-level units, directly strengthen the Ukrainian military's combat capabilities. He frankly said: "Norway thereby obtains technology validated in real combat, and Ukraine gets the equipment needed to regain the initiative on the battlefield. This is a win-win partnership."

Norway's total military assistance commitment to Ukraine for 2026 reaches 7 billion US dollars (approximately 220.5 billion New Taiwan dollars). The funds required for joint drone manufacturing will be allocated separately and will not use the existing quota.

The agreement also includes bilateral industrial cooperation clauses, covering supply chain strengthening and R&D collaboration. Its framework is designed to allow expansion to other products and projects in the future. For security reasons, the Ministry of Defense is currently not disclosing the names of the involved manufacturers or the exact production capacity.

This agreement echoes the joint statement signed by Norwegian Prime Minister Jonas Gahr Støre and Ukrainian President Volodymyr Zelenskyy in Oslo on April 14th this month, and it is also a landmark project officially launched since the drone strategy was announced last December.
