Ko Chih-en pointed out that Kaohsiung's summers are getting longer and the sun more intense. She proposed a "heat protection plan," advocating for the promotion of flexible work mechanisms with early morning and evening shifts to help outdoor workers avoid the most dangerous high-temperature periods at midday, and providing operational subsidies to guide businesses in improving work scheduling.

Ko Chih-en also stated that by introducing smart technology, sensors, and automated monitoring, construction site management will be strengthened. She will also establish an industry risk classification and blacklist system, linking enterprises' occupational safety records with their qualifications for public project bidding, to ensure that companies prioritizing safety management stand out in market competition.

She further emphasized that future investment attraction policies in Kaohsiung will no longer solely focus on investment scale but will consider "wage levels" as a necessary condition for receiving city government resources.
