The High Court stated that from the transcript of the driver's statement provided by Kuo Shih-Huang, even if the driver did transport the financier Hung to Kuo's house, the driver's statements in the recording, such as "I did not go inside," "When he was about to enter, I didn't see him carrying anything, I don't remember it," and "It's been too long, if you ask me to describe it clearly, I can't say it clearly, but I don't remember it," clearly show a situation where memory is unclear due to the long time elapsed. Therefore, there is a clear doubt as to whether the driver could accurately remember and truthfully state whether the financier Hung was carrying a fruit box at that time.

The High Court stated that Kuo Shih-Huang's request for a retrial in this case was unfounded and rejected it recently; the decision can be appealed.

The case originated from Ruen An's principals, Yang Wen-Hu and Wang Yin-Chih, who were suspected of defrauding over NT$47 billion from 12 banks starting in August 2010. The Taipei District Prosecutors Office indicted Yang Wen-Hu, Wang Yin-Chih, and others on charges including violations of the Banking Act. Yang Wen-Hu was sentenced to 25 years and Wang Yin-Chih to 27 years, with their convictions finalized.

During the investigation by prosecutors, it was discovered that in 2017, Wang Yin-Chih allegedly delivered NT$5 million through the financier surnamed Hung to Kuo Shih-Huang, an investigator at the Taipei City Investigation Office's Songshan Station, who was then investigating the Ruen An case, hoping to prevent the case from being exposed.

After accepting the bribe, Kuo Shih-Huang allegedly did not actively pursue the investigation for a year and a half, eventually reclassifying the case as reference material due to a lack of concrete evidence.
