(Taichung, 27th, Central News Agency) Taichung City Councilor Lin Chi-feng pointed out today that a man arrested for groping women in Xitun District has been released on bail, causing fear among victims. He suggested the city government distribute pepper spray and mandate electronic shackles for sex offenders. The city government responded that they will study the feasibility. During a council interpellation today, Lin noted that while police quickly caught the suspect, his release on bail has left the public anxious. He argued that since the government distributed pandemic supplies, it should also provide self-defense equipment when public safety is threatened. He suggested public distribution of pepper spray and wearing electronic shackles for repeat offenders, along with publicizing photos in shopping districts. Councilor Chu Nuan-ying disagreed with the pepper spray distribution, fearing it could be used by criminals. Deputy Mayor Cheng Chao-hsin stated the city would look into legal ways to enhance surveillance and protect women, including the study of pepper spray distribution. Police Chief Wu Ching-tien mentioned they would suggest electronic shackles to prosecutors in future referrals.
