Retired Public Servant from North Coast Administration Indicted for Facilitating Bid-Rigging in Procurement Cases

(Central News Agency reporter Lin Chang-chuan, Taipei, 27th) A retired specialist surnamed Chen from the North Coast and Guanyin Mountain National Scenic Area Administration under the Ministry of Transportation and Communications' Tourism Bureau is suspected of having facilitated procurement cases during his time in office, allowing contractors surnamed Peng and others to win bids through bid-rigging. The Shilin District Prosecutor's Office today indicted Chen, Peng, and 11 other individuals, along with 5 companies, on charges including profiteering under the Anti-Corruption Act.
The prosecution pointed out that Chen had been working at the North Coast and Guanyin Mountain National Scenic Area Administration under the Ministry of Transportation and Communications' Tourism Bureau since 2003, serving as a specialist (retired on July 16, 2023). From 2013 onwards, he was responsible for procurement tasks related to "marine debris cleanup services." Peng, who was formerly an inspector at the North Coast Administration, later worked for two environmental companies.
Investigators found that Peng and others, in order to allow their two environmental companies to win bids for marine debris cleanup cases in Jinshan, Wanli, Shimen, and Keelung, invited manufacturers who had no intention of bidding to join the competition, thereby allowing Peng's two environmental companies to successfully win the bids.
In 2020 and 2021, Peng undertook procurement cases handled by Chen. Chen was aware that Peng represented two different companies, which, according to the Government Procurement Law, were not allowed to bid. However, Chen still allowed the two companies to participate in the bidding, thereby allegedly facilitating profiteering.
In addition, Peng and others are suspected of illegally dumping and backfilling driftwood and other waste into private land; and falsely inflating the weight of waste when clearing vehicles for weighing, involving violations of the Waste Disposal Act, fraud, and other offenses.
