Democratic Progressive Party Taichung City Councilor Yang Dian-chung questioned in the Taichung City Council why nearly 90% of clinics have not joined the Elderly Care Card cooperation mechanism. He asked the Taichung City Government to clarify whether the reasons are cumbersome administrative procedures, slow payment processing, unfriendly information systems, or the additional operational burden caused by the NT$50 discount.

Yang Dian-chung said that many ophthalmology, dentistry, and rehabilitation clinics, which are often needed by elderly people, have not joined the cooperative clinics, preventing the elderly from receiving discounts when seeking medical treatment. For example, among the 56 dental clinics in Qingshui District, Shalu District, and Wuchi District, none are cooperative clinics; there are no cooperative clinics in Shigang District and Xinshe District, forcing residents to seek medical treatment across districts.
