(Central News Agency reporter Kao Hua-chien, Taipei, 27th) The Ministry of Interior's National Land Management Agency (NLMA) said today that there has been recent false information claiming that interior renovations require prior review before construction can begin this year. However, the current application procedures and relevant regulations have not changed. The public is urged to visit the "National Building Management Information System Portal" to inquire and choose qualified contractors, and not to easily believe claims of low prices or easy online agency services, which may hide scam risks.

The NLMA stated in a press release that it is currently drafting the "Matters to be Recorded and Not to be Recorded in Standardized Contracts for Building Interior Renovation" (draft) in accordance with the Consumer Protection Act. The policy content is still under communication and discussion and has not yet been announced. Even after the legislative process is completed and it is announced and implemented in the future, it will not affect the application procedures and regulations. Instead, it will reduce various disputes arising from information asymmetry between consumers and the renovation industry, making the transaction environment more fair and transparent.

The NLMA said that the public should not easily believe information with potential scam risks, such as claims of low prices for renovations or easy online application agency services. They can first visit the "National Building Management Information System Portal" (https://cloudbm.nlma.gov.tw/CPTL/cpt0602m.do) to search for "legitimate interior renovation contractors" with registration certificates, and it is also recommended to use the contract template issued by the Ministry of Interior. If consumer disputes arise, call the 1950 Consumer Service Hotline or file a complaint through the Executive Yuan Consumer Protection Committee website.

In addition, regarding recent public concerns about whether the "main door" at home must be removed due to public safety declarations, the NLMA reiterated that the main door in residential spaces should be installed based on the standard of "not obstructing stair escape routes." The government will continue to guide the public to implement legal use, ensure the safety of their homes and communities, and continue to communicate closely with local governments to avoid causing inconvenience to people's lives.

The NLMA also said that on the 2nd, it invited the six special municipalities and relevant associations to discuss and clearly stated that the key inspection point for whether a door needs to be removed is "whether it will obstruct stair escape routes." The inspection principles include that the regulations on turning radius in the Building Technical Regulations were revised and promulgated on July 15, 1982, and the law does not apply retroactively, meaning it applies to buildings for which construction or change of use was applied after the amendment; and whether the outward opening radius of iron doors overlaps with escape routes to avoid obstructing escape routes.

The NLMA stated that to continuously improve national residential safety and disaster resilience, the Ministry of Interior announced from 2023 that residential buildings with 8 to under 16 stories must undergo public safety inspections according to law, to be reported once every three years; in 2025, collective housing with 6 to 7 stories will also be included, to be reported once every four years.

The NLMA stated that during the inspection process, public suggestions on public safety will certainly be incorporated into policy improvements. (Editor: Huang Kuo-lun) 1150427
