When they approached for questioning, the man scaled a wall into the City Council premises and escaped. The Council is currently in session; however, the man did not enter the assembly hall, where security and police were maintaining order. The City Council stated that the man jumped from an alley on Wenhua Road Sec. 2 into the underground parking lot, then moved through the stairs into the campus before climbing a tree near the fence and fleeing toward the nearby Arts Center parking lot.
