KAOHSIUNG (CNA) -- Ahead of Labor Day, KMT Kaohsiung mayoral candidate Ko Chih-en today unveiled her first wave of labor policies, proposing to 'fill up parental leave subsidies' and promote a 'Workplace Bullying Prevention Autonomous Ordinance,' aiming to make Kaohsiung the strongest backing for workers.
Ko Chih-en today released her first labor policies, pointing out that the current central government's parental leave and childcare allowance only provides 80% of the insured salary level. This 20% salary gap often becomes the main reason why parents are hesitant to have children or face economic difficulties after childbirth.
Ko Chih-en proposed to 'fill up parental leave subsidies,' pledging that after taking office, she will promote 'full parental leave salary levels,' directly covering the remaining 20% gap between the original labor insurance benefits and the upper limit of the salary level.
She emphasized that this subsidy will bring parental leave benefits up to '100% of the insured salary level.' Through this substantial and financially sustainable measure, it aims to ensure that young parents no longer face the economic pressure of reduced income during parental leave, breaking the anxiety of 'salary cut upon childbirth' from its root.
Additionally, she also proposed to be the first to promote a 'Workplace Bullying Prevention Autonomous Ordinance.' This ordinance will allocate a budget to provide legal aid for workers who file lawsuits due to bullying, and offer a fixed amount of free professional counseling services.
Furthermore, the city government will establish a 'Workplace Bullying Investigation Expert Database,' including representatives from labor unions, experts, and scholars. It will also stipulate that external committee members of corporate investigation teams must be appointed from this database, ensuring objective and fair investigation processes.
The ordinance will also establish an excellent enterprise certification system, linking friendly workplaces with priority in public procurement. It will also add a special chapter clarifying that dispatched and employing entities should bear joint responsibility, preventing employers from evading bullying prevention obligations through labor contracting.
Ko Chih-en emphasized that she aims to build a city where work does not require sacrificing dignity and starting a family does not incur heavy costs, making Kaohsiung the strongest backing for workers, through concrete policy execution. (Editor: Chang Ming-kun) 1150427
