From Classroom to Diving with Whale Sharks: Cebu Becomes Asia's English Study Hub

After classes, they participate in sports, social activities, or plan weekend trips. This model of combining intensive teaching with travel experiences has made Cebu a popular hub for English study in Asia. English is the primary language of the Philippine education system and is widely used in politics, business, and daily life. According to the 2025 English Proficiency Index by EF, the Philippines ranks 2nd among non-native English-speaking countries in Asia, categorized as 'High Proficiency'. 'The Philippines is one of the most accessible English-speaking environments in Asia,' said Liang Sheng-chang, CEO of Winner Group from Taiwan, who entered the industry in 2015. The industry in Cebu has a 30-year history with an abundant supply of teachers and low living costs. During peak seasons, 10,000 to 15,000 foreign students visit monthly. Compared to the US or UK, the Philippines focuses on low fees and intensive 1-on-1 courses. 'In the US, classes might have 20 people, but here it's 1-on-1, forcing even shy students to speak,' said Huang Fang-ping, principal of CFS Education Group. Despite challenges like traffic and infrastructure, the integration of learning and lifestyle continues to attract young people and boost the city's economy.
