(Taipei, April 27, Central News Agency reporter Gao Hua-qian) Central Election Commission (CEC) Chairperson Yu Ying-lung took office today. The Executive Yuan's subsequent nomination of three commissioners still awaits deliberation by the Legislative Yuan. Yu Ying-lung stated that there is a great need to fill the CEC commissioner positions and hopes that all 11 commissioners can be in place soon. Executive Yuan Secretary-General Chang Tun-han said that the Executive team will do its utmost to communicate with the Legislative Yuan.

On March 13, the Legislative Yuan voted to approve the nominations of CEC Chairperson Yu Ying-lung and four other commissioners, but the nominations for Vice Chairperson Hu Bo-yan and three others were rejected. On April 21, the Executive Yuan appointed Yu Ying-lung and four commissioners, and then re-nominated three additional CEC commissioners: former Executive Yuan Counselor Shen Shu-fei, lawyer Tsai Wei-che, and Deputy Minister of Justice Huang Mou-hsin, sending their names to the Legislative Yuan for review.

This morning, the CEC held a handover ceremony between acting Chairperson Wu Jung-hui and new Chairperson Yu Ying-lung, overseen by Chang Tun-han.

When asked about the three CEC commissioner nominations at a post-meeting press conference, Yu Ying-lung stated that the CEC Organic Act stipulates 9 to 11 commissioners, and the number of commissioners is inherently not large. Especially now, with the absence of a Vice Chairperson, it means he has to do two jobs. “We truly need to fill the CEC commissioner positions,” he said, hoping that all 11 CEC commissioners can be in place soon to make the CEC more robust and strong, and to do good things for society and the people.

Chang Tun-han also told the media during a post-meeting interview that the CEC Organic Act specifies 9 to 11 commissioners, but currently there are only 8. Therefore, the Executive Yuan has formally nominated three individuals, whose common characteristics are legal and political expertise, rich practical experience, and non-partisanship. He believes that these three candidates, with their abundant legal and political experience and practical training, will certainly make the CEC more stable and comprehensive.

The media further asked what would happen if the opposition parties rejected the nominations again. Chang Tun-han stated that the Executive team would still do its utmost to communicate with the Legislative Yuan, hoping that under the relatively positive atmosphere surrounding the general budget and the special act for military procurement recently, there can be more constructive progress on the future personnel approval for the CEC.
