The Yancheng Precinct of the Kaohsiung City Police Department explained that the temple had legally applied for road use rights, and the police had held a coordination meeting with the temple in advance. However, during yesterday's temple parade, despite a large number of participating teams, private firecrackers were still set off. They will continue to strengthen restrictions and persuasion in the future.

Police stated that the dense smoke generated by the firecrackers affected visibility on Wufu 4th Road, violating Article 82, Paragraph 1, Subparagraph 2 of the "Road Traffic Management and Penalty Act," which carries a maximum fine of NT$2,400. In addition, there were 25 other traffic violations, including not wearing helmets, with a total maximum fine of NT$16,800.

The Kaohsiung City Fire Department issued a press release stating that the Second Disaster Relief and Rescue Brigade formed a firecracker enforcement team to patrol during the parade. Around 9 PM, they discovered illegal use of firecrackers at the intersection of Qixian 3rd Road and Daren Road, and immediately advised and educated the organizers.

The Fire Department stated that the scene was chaotic with defiant behavior showing disregard for public authority. The Fire Department notified the police to dispatch more officers to maintain order. Despite persuasion, the temple personnel insisted on setting off firecrackers.

The Fire Department pointed out that firefighters subsequently issued two citations based on Article 17 of the "Firecrackers and Fireworks Management Act" and Article 6 of the "Kaohsiung City Firecrackers and Fireworks Control Self-Government Ordinance," with each fine ranging from NT$30,000 to NT$150,000. They also required the temple personnel to attend a seminar on a specified date to strengthen firecracker and fireworks safety education.

The Kaohsiung City Environmental Protection Bureau stated that the temple parade's firecrackers generated a large amount of particulate matter, and the use of amplification equipment during prohibited hours affected peace and quiet. There were also uncleaned firecracker debris and discarded cigarette butts.

The Environmental Protection Bureau pointed out that these actions violated regulations such as the "Air Pollution Control Act," "Noise Control Act," and "Waste Disposal Act." The Environmental Protection Bureau issued citations according to law, totaling 9 violations under the Air Pollution Control Act, 6 under the Waste Disposal Act, and 1 under the Noise Control Act, with a total fine of NT$32,880.
