The Dignified End-of-Life Bill proposed by the TPP caucus consists of 56 articles. Article 1 explicitly states that the law (Dignified End-of-Life Law) is enacted to maintain personal dignity and protect an individual's autonomy in choosing the way to end their life. In addition, the draft also regulates the substantive requirements for the subject of dignified end-of-life and the conditions for applying for permission, as well as the statutory procedures for requests, applications, and the conclusion of contracts for dignified end-of-life.

However, if the person proactively asks, or when the doctor is explaining the medical condition, palliative care, and other medical options, they may provide neutral and comprehensive information.

The draft also clearly states that the person making the request must possess Republic of China nationality, have the willingness to receive dignified end-of-life services, have full capacity for legal conduct, have a medical condition or suffering that is unbearable, and a disease that cannot be cured with no other suitable solutions under current medical standards. Meeting these conditions allows them to request permission and apply for dignified end-of-life services.

In addition, the review of the permission for dignified end-of-life must not take less than 10 days from the date of the request, but should be completed within 20 days. After the doctor receives the final application confirmation from the person, a 10-day reflection period must be given. After the doctor confirms that the dignified end-of-life procedure can be executed, the preparation period for prescribing and preparing medication must be at least 48 hours. When executing a dignified end-of-life, the doctor must personally administer the medication and related medical procedures, and be present throughout the entire execution process; if necessary, other medical personnel may assist according to professional divisions of labor.
