Changhua County Councilor Lai Ching-mei of the Democratic Progressive Party said in a media interview today that on April 14, a junior high student riding an electric scooter on Taiping Road in Hemei Township was suddenly approached by three stray dogs. Not only did they bark at the student, but they also chased the scooter.

Lai Ching-mei said that the student initially tried to drive the scooter away from the scene, but the three stray dogs continued to chase. The student, momentarily nervous, fell into a drainage ditch beside Taiping Road with the scooter. Fortunately, he only suffered minor abrasions to his arms and thighs.

Lai Ching-mei pointed out that in March this year, more than 10 large stray dogs had attacked residents on Taiping Road. Although owners were found and fined at that time, some stray dogs were not caught, causing panic among residents. She hopes relevant authorities will address the stray dog problem.

Changhua County Animal Disease Control Center today responded in writing, stating that personnel had been dispatched to the scene this morning to investigate and clarify whether the three dogs involved in the accident are owned. If owners are confirmed, they will be required to fulfill their management responsibilities according to relevant provisions of the Animal Protection Act.
